Description:

The Senior Programmer Analyst works closely with I.S. staff in the design,
development, implementation and maintenance of computer applications to
support the agency’s business, administrative and publishing goals and
objectives. This position diagnoses and resolves problems with legislative
business applications to ensure application stability.

Information Services is a unit within Legislative Administration.
Information Services provides efficient, effective, accountable and
customer-oriented Information Technology (IT) and Media services and
systems that are essential to the operation of the Legislature. Information
Services manages the Legislature’s IT infrastructure, manages IT
equipment inventory, develops or purchases and maintains legislative
applications, provides IT consulting services, provides support for IT
products and systems and provides audio recording and televised coverage of
legislative meetings and events.

This position is located in the Capitol Building in Salem, Oregon.

DUTIES & RESPONSIBILITIES:

DEVELOPMENT

In conjunction with Project Manager/Advisors, IS Management and Technical
Leads, conducts application development to meet the needs of the business.
Analyzes user requirements and functional specifications as provided by the
project team, and translate them into technical specifications and
functional systems. Conducts walkthroughs of applications to ensure
compliance with design specifications and standards. Creates or reviews,
and maintains design and technical documentation for development and
enhancement projects.

Develops software systems and programs, and modifies existing programs
working with IS team members. Develops technical specification, or receives
technical specifications from other Development staff. Manages the building
of new systems from functional specifications prepared by others. Develops
system documentation. Manages documentation and participates in
implementation planning.

Provides oversight to the preparation of test data and directs unit and
integration testing on own work and provides peer review of other
programmers work.

PROBLEM RESOLUTION

Responds to complex requests, problems and questions. Resolves time
sensitive problems that affect legislative agencies and system users in a
timely manner in an effort to limit the impact to the legislative business.
Monitors application systems and works with other IS team members to tune
systems to minimize failures and down-time. Displays strong customer
service and communication skills and ensures all parties impacted are
continually apprised of the progress on problem resolution. Diagnoses
problems and develops or corrects, and works with other IS staff to
implement and coordinate solutions. Tracks and reports problems and changes
and prepares technical documentation.

Qualifications:

MINIMUM QUALIFICATIONS

Four (4) years of current experience as an Analyst/ Programmer with
in-depth problem solving, troubleshooting and research experience; AND

BA degree Computer Science or related field; OR

Combination of experience and education that demonstrates the ability to
perform the job.

KNOWLEDGE AND SKILLS:

. Strong programming, development and analytical skills. Experience in the
use of C#, HTML, JavaScript, and CSS.

. Experience with some or all of the following technologies are preferred:
ASP.Net MVC, JQuery, SQL reporting services, SQL Server Integration
Services, Windows Communication Foundation, Entity Framework, Oracle
reports/forms, and PL/SQL.

. Ability to write clear, concise technical documentation.

. Exceptional troubleshooting and problem resolution skills.

. Effective communication skill and experience in oral and written
communication.

. Strong conflict resolution, and negotiating skills.

. Ability to create and implement effective partnerships.

. Ability to work and serve effectively with management groups, staff
members, and vendors.

. Ability to communicate policies, procedures, and other knowledge to
multi-level management, assembly members, and co-workers.

. Ability to work in a team environment.

. Demonstrated skill in the analysis of complex written materials
